In the book, Among The Impostures, Luke Garner poises as Lee Grant, a Baron killed in a Ski accident. When Luke goes to Hendrick's school for Boys where 90% of the children are third children he discovers somone is working undercover for the population police. After some spying mission he discovers Jake Garcia e is working for the Population Police and is trying to turn in all the third children.
